At a recent press Q&A to promote the next two episodes of Arrow, the identity of that person has been revealed: It’s Alex Kingston, who plays Laurel’s mother Dinah Lance.

The episode currently shooting is #2.13 “Heir To The Demon.” No word yet on if she is appearing in more episodes than just that.
